On the occasion of the V Summit of the Bolivarian Alternative for the Peoples of Our America (ALBA) and the first anniversary of the Peoples' Trade Treaty (TCP), Hugo Chávez Frías, President of the Bolivarian Republic of Venezuela, Evo Morales Ayma ; President of the Republic of Bolivia, Carlos Lage Dávila, Vice President of the Council of State of the Republic of Cuba; Daniel Ortega Saavedra, President of the Republic of Nicaragua; all representatives of the ALBA member countries; and with the presence of René Preval, President of the Republic of Haiti; Maria Fernanda Espinosa, Chancellor of the Republic of Ecuador; Reginald Austrie, Minister of Energy and Public Works of the Commonwealth of Dominica; Assim Martin, Minister of Public Works, Transport, Post and Energy of the Federation of Saint Kitts and Nevis; Julian Francis, Minister of Housing, Informal Human Settlements, Physical Planning and Land of Saint Vincent and the Grenadines and Eduardo Bonomi, Minister of Labor and Social Security of the Eastern Republic of Uruguay, as special guests and observers of this Summit, carried out on April 28 and 29, 2007, they carried out a complete evaluation of the development of the programs and projects approved in the First Strategic Plan of ALBA, as well as of the cooperation and integration actions carried out during 2006 in the Republic of Bolivia and the Republic of Nicaragua and the brother countries of the Caribbean.

In the course of the debate held in a climate of fraternity and brotherhood, we ratify the idea that the guiding principle of the Bolivarian Alternative for the Peoples of Our America is the broadest solidarity among the peoples of Latin America and the Caribbean, without nationalisms. egoistic or restrictive national policies that can deny the objective of building the Great Homeland that the heroes and heroes of our emancipatory struggles dreamed of.

The integration and union of Latin America and the Caribbean based on an independent development model that prioritizes regional economic complementarity, makes the will to promote the development of all come true and strengthens genuine cooperation based on mutual respect and solidarity, no longer It is a simple chimera, but a tangible reality that has manifested itself in recent years in the literacy and health programs, which have allowed thousands of Latin Americans to advance on the path of real overcoming poverty; in the cooperation given in energy and financial matters to the Caribbean countries, which is contributing decisively to the progress of these brother peoples; in the sustained increase in compensated and fair trade between Cuba and Venezuela, and in the set of joint ventures formed between the two in various productive branches; in the important direct financing support provided to Bolivia for the fulfillment of various social programs, in the set of projects identified for the constitution of binational joint ventures; throughout the process of impulse that we are providing to the Sandinista Government of Nicaragua, which in just a few months is producing highly positive effects in the areas of electricity generation, agricultural production, supplies of inputs for industries, among other areas.

The Bolivarian Alternative for the Peoples of Our America that is based on the principles of solidarity, genuine cooperation and complementarity between our countries, in the rational use and in function of the well-being of our peoples of their natural resources - including their energy potential-, in the comprehensive and intensive training of human capital that our development requires and in attending to the needs and aspirations of our men and women, has demonstrated its strength and viability as an alternative of justice in the face of neoliberalism and inequity.

ALBA is showing with concrete statistics that free trade is not capable of generating the required social changes, and that political will is more capable of sustaining the conscious definition of action programs aimed at eradicating the social dramas of millions of beings. humans on our continent.

By virtue of the aforementioned, the Heads of State of Cuba, Venezuela, Bolivia and Nicaragua, on behalf of their respective peoples, reaffirmed their determination to continue advancing and deepening the construction of ALBA, in the understanding that this alternative constitutes a political alliance strategy, whose fundamental purpose in the medium term is to produce structural transformations in the economic-social formations of the nations that comprise it, to make possible a shared development, capable of guaranteeing the successful and sustainable insertion in the production and exchange processes of the world today, to place politics and economics at the service of human beings.


In the context in which it takes shape, ALBA constitutes the first historical effort to build a global Latin American project from a favorable political position. Since the Cuban Revolution, the progressive forces of the continent, either from the opposition or from the power, what they had done was to accumulate forces to resist the empire's offensive (Cuba is the exception because it not only managed to survive, but also built a qualitative society superior, deploying at the same time a transcendent work of internationalist support to the poorest countries, in the midst of a terrible blockade by US imperialism); It is with the birth of ALBA that the revolutionary forces have been able to pass into a new situation that we could well define as the accumulation of the political force necessary for the consolidation of the change that has occurred in the correlation of political forces on our continent.

New perspectives of integration and fusion are opening up before us that are part of the qualitative leap that is promoting the deep ties of cooperation that we have established in these years. For this reason we are committed to carrying out the construction of new types of economic and productive spaces that produce greater benefits to our peoples, through the rational use of resources and assets of our countries, for which it is necessary to advance in the formation of Grannational companies, establishing and consolidating the normative and institutional agreements necessary for cooperation; implementing joint Grannational strategies and programs of all our countries in matters such as: education, health, energy, communication, transportation, housing, roads, food, among others; promoting in a conscious and organized way the expansion of the Peoples' Trade Agreement with fair and balanced exchanges; carrying out programs for the rational use of renewable and non-renewable energy resources, building a food security strategy common to all our nations; expanding cooperation in human resource training; and founding new structures to strengthen our capacity to finance large national projects.

They reiterated their conviction that only a process of integration among the peoples of Our America, which takes into account the level of development of each country and guarantees that all nations benefit from this process, will allow us to overcome the degrading spiral of underdevelopment imposed on our country. region.

At this V Summit we have seen with great joy the content of the Political Declaration signed on February 17 in Saint Vincent and the Grenadines by Prime Ministers Roosevelt Skerrit, of the Commonwealth of Dominica; Ralph Gonsálves, from Saint Vincent and the Grenadines, Winston Baldwin Spencer, from Antigua and Barbuda and Hugo Chávez Frías, President of the Bolivarian Republic of Venezuela, in which they express their willingness to promote the deepest cooperation and unity among the Caribbean Community (CARICOM) and the signatory states of the Bolivarian Alternative for the Peoples of Our America and the Peoples' Trade Agreement, so that their social benefits and the possibilities of a sustainable economic development with independence and sovereignty are equal for all, all which begins to materialize with the presence at this V Summit of our brothers from the Caribbean.

The Heads of State and Government of Cuba, Venezuela, Bolivia and Nicaragua, agreed to sign this Declaration in the conviction that it opens the way to a new phase of strategic consolidation and political advancement of the Bolivarian Alternative for the Peoples of Our America (ALBA), in the historical perspective of being able to realize the dreams of our Liberators of construction of the Great Latin American and Caribbean Homeland.

Annex 2 - DECLARATION OF THE HEADS OF STATE OR GOVERNMENT OF THE COUNTRIES OF ALBA ON THE RELEASE OF THE TERRORIST LUIS POSADA CARRILES.

The Heads of State or Government of the countries that make up the Bolivarian Alternative for the Peoples of Our America (ALBA), meeting in Barquisimeto, Venezuela, on April 28 and 29, 2007, analyzed the recent release on bail of the international terrorist Luis Posada Carriles.

The Heads of State or Government condemned this fact and expressed their conviction that it responds to a maneuver orchestrated by the Government of the United States as payment to the terrorist for his silence and for not revealing the details of his terrorist acts in the service of the United States government against Cuba, Venezuela and other countries of our America, including their participation in Operation Condor and in the Iran - Contras scandal, in addition to other actions carried out over decades, including the period when the father of the current President of the United States was Director of the Central Intelligence Agency (CIA).

They found that the Government of the United States has all the information on the actions of Luis Posada Carriles and that, as part of the aforementioned maneuver, it took the political decision not to certify before the United States courts, according to the legislation of that country, that the Luis Posada Carriles' release threatens the national security of the United States or the security of the community or of any person.

The government of the United States, while unjustly and cruelly keeping five young Cuban antiterrorist fighters in prison, protected the terrorist from his arrival in the United States aboard the vessel "Santrina". With this action, it has not only violated all international conventions on terrorism to which it is a party, but also resolution 1373 (2001) of the United Nations Security Council, which it promoted, and has demonstrated its double standards in the called "War on Terrorism" launched by its President.

The United States government is bound by the provisions of the International Convention for the Suppression of Terrorist Bombings, which entered into force on May 23, 2001, and the Convention for the Suppression of Unlawful Acts against the Security of Civil Aviation, which entered into force on January 26, 1973, of which it is a State party, to extradite it or, failing that, to submit the case to its competent authorities for prosecution purposes, without any exception and regardless of whether or not the crime was committed in its territory.

On the contrary, the North American Government now agrees to his release, and has continued to ignore the extradition request presented, almost two years ago, and fulfilling all the requirements of the Government of the Bolivarian Republic of Venezuela.

For the rest, and in order not to upset Luís Posada Carriles and the terrorist forces that support him in the territory of the United States, the United States Government limited itself last January to instructing him on charges of minor migratory crimes that As part of the maneuver, they will only earn you a slight sentence.

The Heads of State or Government of the countries that make up ALBA demand that the Government of the United States fulfill its international commitments and proceed to extradite the terrorist Luis Posada Carriles to the Bolivarian Republic of Venezuela or to prosecute him for his terrorist acts, including the destruction in the middle of the flight of a civil aircraft of Cubana de Aviación in 1976 and the terrorist acts with sneakers committed against Cuban tourist facilities in 1997, one of which cost the life of the young Italian Fabio di Celmo.

Those attending the V ALBA Summit, meeting in plenary session on April 29, 2007, in Barquisimeto, Venezuela, recognize that in the fruitful transition of the consolidation of their full independence, the Venezuelan people and their government today have instruments to achieve the democratization of freedom of expression, such as the Law of Social Responsibility in Radio and Television and the development of community and alternative media, which are allowing the country's communities to build their own communication channels according to their processes cultural and their real concerns.
To consolidate this process, it is necessary to democratize the use of the radioelectric spectrum, well of the Nation, whose administration is constitutionally reserved to the Venezuelan State.
This democratization process is opposed by economic groups, clinging to old and undemocratic privileges, which have oligopolically profited from television, radio and print communication in Venezuela.
These groups have become obsessed with the purpose of reissuing the media, economic, social and political conspiracy that took place in the coup of April 11, 2002, articulating transnational support in a permanent and fierce campaign of defamation, vilification and Injury against the Venezuelan people and their government, in order to stop the decision of the State NOT to RENEW the concession of the channel 2 signal, which expires on May 27, 2007, to one of these economic groups.
In this sense, this V ALBA Summit exhorts multilateral organizations in the field of human rights, to act based on international law, and respect for the sovereignty of the peoples, and not in order to please groups of economic power , committing itself to it in compromises against States or peoples of the continent.
Finally, we recognize the democratic tolerance of Venezuelan society in the face of media terrorism by oligarchic groups, of which it has been a victim for 8 years, and we reiterate our approval for the progress of the Venezuelan government in the democratization of communication, through the development of community and alternative media, as well as the guarantee of access for the whole of society to the use of the radioelectric spectrum, especially for radio and television transmissions.
